It looks like the new hiring rate (US$400 and up) and the new regulations for foreign domestic workers did not anticipate the fact that those who can not comply would fall prey to recruiters shipping them out as tourists but working as domestic workers receiving the old rate (US$200 or less). The new rate and regulation were intended for the protection of workers but what these had done so far is to limit the work possibilities of women. While we agree with the high rates, there must be efforts to open up new markets for these new rates and renegotiation with host countries for the implementation of the new conditions for hiring.
Otherwise what was crafted with good intentions may usher another wave of oppression for women.
